There should be a function key combo (blue icon on one of your F1-F10 
keys) that forces it. IIRC this works no matter what OS you're running. 
Without knowing which Dell laptop I can't tell you which it's connected 
to, but it should look like a monitor. On my Mini 10 Netbook, it's on 
F1. So I hold the Fn key (down between Ctrl and Shift on the left) and 
press F1 and it feeds it to the VGA out.
