[H-GEN] hot-plug vga data projector

I All,
I am running xubuntu 13.04 on a Dell laptop. Any thoughts on how to 
hot-plug a vga data projector?
If I boot up with the data projector connected it finds the data 
projector OK and works but if I hot-plug one it "sees it" - i.e. the 
display setting tool and arandr list it but I don't seem to make the 
display work.
