This is a guess, but it's a very well educated guess.

Someone has a misconfigured router blocking ICMP and stopping you from
seeing ICMP Need-To-Fragment packets.

Lower the MTU on your link using a command similar to this:

/sbin/ip link set mtu 1400 dev eth0

Lower it to 1400 and perhaps things will behave again. You can probably
raise it to 1492, but maybe something as low as 1480 will be required
depending on what HW and encapsulation are between you and the net.
