There are people who attend Humbug meetings and lie down on the floor to
sleep and snore.  That's entirely different from dozing off during a
boring meeting, although even that is, in my opinion, poor form.

But the people in question are not in the wards; some of them attend
meetings.

Um, no.  Since people bring children to Humbug meetings, often until
late at night, what is OK is quite limited.  Some attendees don't seem
to get that.
