Netiquette's got a much longer history than that, see eg:

It's also used in the h-gen signup text:

    Basic netiquette is expected of participants of this list. This
    includes, but is not limited to, refraining from pointless posts
    (particularly 'ME TOO'), posting a private message *not* to the list

    characters (72 is better), avoiding cross-posting or not continuing
    to cross-post to other lists; don't annoy other denizens of the list.
