Hi Deadcat,
           While I can not answer, at this point in time, your 
first 3 questions I have found what may be the netiquette (AJ's word 
not mine) email/article that you are after. 

At the bottom it refers to news.announce.newusers. I assume that is a 
usernet thing which is a bit before my time. If I find out anything 
more I will pass it on to you.
