Sounds to me as if they are confused about geography. The EU has
a "Reduction of Hazardous Substances" directive now in force whereby
anything that is supposed to be sold in the EU must not contain lead,
hexavalent chromium and other nasties.

Perhaps you could remind your contact @ HH that Australia is not part
of the EU and enquire which piece of Australian legislation (ask for
chapter and verse) it is that prevents them from exporting their
product across the Pacific.
