You may have it turned off in your muttrc file (see the man
pages and your actual invocation of mutt to discover its name
and location).

The following is a sample pair of lines that might do what you
want and should be self-explanatory:

    ignore *
    unignore to cc from reply-to mail-followup-to subject date
