On my work system (RedHat 9), man vim(1) says:

  /usr/share/vim/vimrc
  /usr/share/vim/gvimrc

Interestingly, these files do *not* seem to exist by
default. There are also a large number of configuration
files (syntax highlighting, etc) under /usr/share/vim/vim61
