I suspect that the bottleneck is actually the residential-area cable
segments, not their upstream bandwidth.

I've noticed that around 7pm the performance of the Optus mail servers and
connections to "nearby" sites such as the AARNet mirror server
degrades significantly.

Optus cable, at least in my area, bogs down quite badly in the
evenings, but is still way fast during the day.
