Speaking only for FreeBSD here, I can say that the "package"
target won't be in the Makefile in that directory. It will come
in by magic as a result of a ".include <bsd.port.mk>" line in
the Makefile. Obviously, there are other things that do have to
be spelt out in the Makefile, but there are templates for this
(as well as thousands of examples) and the ports maintainers get
on top of that pretty fast.
