I'm just guessing, but I'd say it's because Arson scans your devices for
active CDRWs. If you don't enable access to SCSI devices, does it work?
If you're just indicating that the instructions say to enable access to
SCSI devices as well as IDE devices, then I'd guess that it's just the
author trying to make your life a bit easier.
