Definately.  I've also found that taking a card out & reseating it can be
beneficial even when it appeared to be firmly in the bus slot.

Definately.  I've had ram pop out of its connectors on occassion
(admittedly not in recent years that I can recall) .  A small amount of
firm pressure put it right.  Similarly cables (imho, notably ide cables)
deserve a check to see if they are connected properly.
