Yep, a good idea.  I forgot to mention it in the previous post.  I propose

minimum ( 3 x E , 0.5 x M )

or

minimum ( 4 x E , 0.5 x M )

Where E is the number of members of the Executive as defined in the
Constitution (not the current number - it can be different).

and M is the number of financial, voting members of HUMBUG.

In addition, either the President or Vice President must be in attendance.
