The problem with this idea is that even sending email on time seems to
be a bit much for some---witness Clinton's attempt to get people to
send him their RSVPs for the dinner a few months ago.  It eventually
came down to me pretending to accidentally replying to the list to get
the process underway[1][2].

I really think the only solution is a smaller quorum, so in my mind,
the only question is how it should be calculated.  I'm willing to see
Willie's proposal put to a vote of the members.
