My last word on the topic is this:
I would prefer to see a quorum which is in some way related to
the genuine active membership of the club.  I dislike fixed
constants as, much like set of timers controlling the start-up
of a software system, they tend to be difficult to manage and
become inappropriate with time.  A better solution to the
software problem is to introduce a state machine, a way of
representing the way things really are and acting upon that
information.  A better solution to the quorum problem might be
to know in some more accurate way what the size of the active
membership is.

There are bugs in any software system, and the reason timers
are used is because they are often easier.  We know that
Willie's proposal will work, and so long as other design
proposals have been aired I'll stand behind a working system.
