Is there currently an easy way to abstain from all votes at a
particular SGM? If the process of abstaining were as simple
as (say) replying to the email announcing the SGM, and that
person might then count in the quorum but not affect whether
motions are passed or not, then both the right to vote when
they see fit and the right to ignore the existance of the SGM
might both be satisfied:
"Financial members may choose at any particular SGM to
disqualify themselves from voting, and may represent thier
decision by proxy. A member disqualified in this way reduces
the size of the quorum in the same way as the quorum size
would be reduced if that member ceased to be a financial
member."
The quorum would then be the number of financial members not
disqualified under clause x of the club's constitution divided
by (some number) plus one.
