         May I just want to clarify that, I had a sort of heated exchange 
of emails with other Humbug member, for what it is worth :

1) I am asking for a general opinion if they think we can consider having a 
smaller Quorum that is acceptable to represent the total membership of 
Humbug at an SGM.

         If a Quorum is 20 members, you need 11 to pass motions at SGMs.

         That does not mean that, at a SGM there are 60 in attendence, you 
need 11 ! In fact you need 31 !

2) No other changes Humbug's constitution is being discussed.

         As the club expands, and we have a members who really do not care 
about the running of the club, and does not turn up at SGMs, we will still 
require a that large quorum currently.

         All financial members are entitled to a vote, and they have every 
right to exercise that vote, either in person or by proxy. And if the 
Executive wants to pass a motion at an SGM, you can either don't turn up 
and someone else a quorum will still pass it (or shoot it down), or send in 
your vote. If disagree with any motions, then by all means, come in person 
or send in a proxy to vote "NO". There is no stopping you at all.
