There are several IDEs for Linux, RHIDE that was mentioned is one, I don't
know the names of the others offhand, but try searching www.freshmeat.net
for IDE.

You might find that a large number of people on this list will be using
either vi or emacs.  Don't ask which is better, it can get ugly ;)  I'm a
vi/screen person myself - vim supports syntax highlighting of just about
everything, and using screen I can flip to reference/make/test windows
without losing keyboard focus[0].

But that approach isn't for everyone.  As for free Windows IDEs, try
tucows?  I'm not aware of any, but I'm not a Windows person.

[0] On not losing focus, a nice trick with screen is to use "screen -x"
and have any reference windows visible elsewhere -- you can control them
without moving input focus away from your work window, but reference them
with a glance..
