You mentioned in a previous email that you had various unicies installed
- all of which have these sorts of things. However if you particularly
wanted a Windows one, then try DJGPP (http://www.delorie.com/djgpp/ or
your local mirror). This comes with a compiler, debugger, and an
integrated development environment with editor to call them all for you.
RHIDE is a Borland clone (well not exactly, but if you know Borland...).
Or you can go with emacs - this has the benefit of being cross platform
and useful for many things other than straight programming.
