you could try using the setting 

option forward-only 

which will force a forward for anything that thre name server doesn't
know....i know that the forwarders are suposed to do this but i have found
this to work better from time to time.......

also... this is an old named.boot option....i am not sure if it will
work in named.conf.....try man and search for option.
