Josh,
In addition to using proxyarp, check that IPv4 forwarding is
turned on. It is off by default in at least one popular
distribution. There is a /proc/net entry for it, and there is
probably an option living in /etc or /etc/init.d to turn it on
and off in your own dist.
If you want to turn this particular option on and off manually,
you can echo 1s or 0s into the proc file.
