It is quite possible that this has been part of our problems as the
project in question involves two groups (because each project id has a
corresponding group). To answer Bruce's question our project is in the
order of FreeBSD (ie, hundreds of megabytes of CVSed stuff).

I think my problem with CVS is that it is not robust enough when it comes
to user error. This is inexcusable for version control sofware where
data integrity must be paramount, and you are going to have inexperienced
developers. In this case the trade-off between power and hand-holding
should lean towards hand-holding.
