Use CVS on a remote server, where the specific users have been set up with
the correct permissions for the modules in question.  With creative use of
ssh keys, particularly locked to specific commands (ie, 'cvs'), you can
easily get over the problems with CVS and file permissions. 

The benefits of this is that you don't get anyone messing about with the
repository incorrectly.  The downside is that it does require careful
thought when setting up the repository.
