Yes. So I had already looked through the CVSROOT and the only thing that
seemed odd was that the ,v RCS files were all set with read-only. Does
this sound like the normal shape of CVSROOT? *sigh* 

Yes, it is normal that the ,v files are read-only.  The locking is set in
the ,v files themselves.

For example,

head  1.1;
branch 1.1;
access;
symbols
	Release1:1.1.1.1
	arelease:1.1.1.1
	avendor:1.1.1;
locks
	MarshallJ:1.1.1.1; strict;
comment	@ * @;

1.1
<snip>

To unlock file 6521.C:

cvs admin -u 6521.C 

OR edit the "locks" line out and the line below it.
