TCP/IP is not simple and takes a while to understand, so don't feel too
frustrated. The good news is that knowing it better will help you on
many different problems, and will let you make Unix machines sing and
dance in the most wonderful ways.
There are some very good O'Reilly books that introduce this topic more
gently than the NAG and NET-3 documentation, so you might like to look
at them. From memory "Building Internet Firewalls" covers a lot of the
design issues you're looking at, and knowing how to build and run them
is a pretty useful skill.
