[H-GEN] Telnet not working (local LAN login as root)

OK.  I tried logging in as joe_user and all worked OK.  How would I enable
root to telnet in across the local LAN?  I can allow root to log in to tty1
through tty8, but I cannot see how root can log in to the Linux box from
another box on the LAN.  This may prove annoying in the future (like when I
have no monitor attached to the Linux box).
