There are rarely any good reasons to login as root, and even fewer to
telnet in as root.  I imagine you really just want to log in remotely as
joe_user, and then use 'su' to temporarily become the superuser.  For a
variety of reasons, this is usually considered "the correct way to do
things".  If you really want to telnet in as root, then look in
/etc/login.access, /etc/login.defs and /etc/securetty (securetty has an
associated man page too).  If your network is connected to the outside
world, then you should also set up tcpd (tcp-wrappers) and/or ssh.
This is especially the case if you want to allow remote root logins in
some cases.
