That sounds OK.  I happened to notice a recommendation in the 74LS
datasheets which might be relevant: unused inputs should be wired to
VCC.

Typical rise and fall times are 6.0ns for LS series components with a
50pF load, and longer for heavier loads.  I think the maximum current
output is about 10mA (for gates, rather than drivers).  I don't know
what the video standard requires.
