1. It's usually called /etc/resolv.conf

2. Are you using a proxy?  Is it's name service working properly.

3. Try 

$ telnet myproxy.victim.com 80
HEAD http://www.abuse.net/ HTTP/1.0

with two blank lines after the GET.  Do you get an error message or
some HTTP headers?
