[H-GEN] 2g switch off

I know a few members know and care about the shutdown of the 2g network.

Apparently the Melbourne bicycle hire scheme used 2g and didn't handle the
switch off. The linked story doesn't have any details, but given the
timing, it seems like they didn't have any transition plan in place.

Getting all the sites fixed up in a week sounds.. optimistic to me.
