Sounds like a job Nikola Event Kit to me.
Static, easily managable, easily deployable, easily boostrap themeable
(boostrap themes are default).
For the schedule you can use a JQuery plugin to have a nice calendar, or
you could embed Google calendar.
For signup you could embed a Google Forms, JotForms, or Formtools (which
is open source).
