I had a similar issue with the external unit for our A/C for our home. 
Ended up with a sound barrier around the unit that did make a difference. 
My comment on that was there are different types of sound materials and if 
not install correctly - the material will just capture and transfer the 
noise to something else to reasonate.

If you are ok with the cooling itself - ignoring the noise. You could 
consider sound cancellation. Since you are in a contained area it is 
likely to be effective. Basic principle is phase reversal -- termed as

My thinking was along the lines of pulling apart a noise cancelling 
headset and amplifying the speaker output.
