Just to confirm - this is the reason.  The last time I did an
international bank transfer the fees were of the order of $100 at my
end, and then to my surprise the other end deducted another $100 before
letting the money out of their clutches.  That extra $100 meant I had
underpaid of course and so I had to transfer more money.
