Actually, my proposal wasn't about to penalising anyone.  Some people
who live overseas remain financial members now.  Naturally they paid
their membership dues in cash since there isn't any other option.  They
can still do that if they wish of course (and avoid the $5 extra).  Thus
online payments will give them an extra option. I don't see how
providing that extra option could be construed as penalising them.
