Russell has a mandate because a majority of the members at the AGM voted for him, and it does not matter *why* anybody voted for him. In the end a vote is just a vote.
As it happens, Russell told beforehand what his "shopping list" was, and thus it's entirely reasonable to now see those things acted upon.

If I remember correctly, the motion at the AGM was about discussing that topic at that point during the AGM, not whether or not to make them public as such. You cannot attach any more meaning to a motion than its exact content, because -again- a vote is just a vote, and during an AGM it may even be time-dependent. People may feel that an AGM is the wrong time or the wrong place to discuss something, and thus vote against a motion on a topic that - when discussed elsewhere and/or at a different time - would get their support.
In short, people vote on a specific motion, not on a larger topic that that motion is related to.

Absolutely, you too have a mandate and thus you go for what you believe in within the exec.
You may not always agree with the others, and win some and lose some things. You may also have to choose what points are important enough to fuss about, and which to let go.
