Lets take a look at that. 
In the positive that means that we will remove the private lists and 
make them public.

In the negative it means that we will leave the private lists alone and 
not make them public.

So if I say I won't do something that doesn't prevent others from doing 
so. However if we as a group say we won't do something then that means
as a group we won't do that thing. Right. 

So as a group we have said we won't remove all private email lists. 

If Russell is a part of HUMBUG which I strongly believe to be the case 
then he must do not what we as a group have said we will do not.

I think I'm right.

The net effect of a defeated motion is zero. Only a positive outcome has
any real effect.
