Matt,

By and large AGMs/SGMs are used to make decisions on constitutional
changes not the day to day operations of the group. This is why there is
an executive, to make those decisions. If everyday decisions required a
full vote of the membership, nothing would get done.

>From what I can see there is nothing in the constitution that prevents
the Exec from making a decision down the track regarding any of the
mailing lists. This falls into their purview as managers of the group.
