Originally (going back 14 years now) we only had one list.  Eventually the 
number of posts on the list prompted the split into Announce, General and 
Chat.  Mailing lists are less popular than they were 10-15 years ago so 
closing the inactive/barely active lists seems to make sense to me.  I 
think Announce should remain along with General.
