Umm no it's not.

Linux Australia's policy AFAIK (I'm not a Council Member but I haven't
seen anything that might change that) is to rent AV equipment from year
to year. This is both to reduce costs and to assist in keeping up to
date with technological changes that occur in the AV field.

Or they might be stored in the Linux Australia storage facility (I
believe one was setup after Mel08) and shared around to all the LUGs
depending on requests. This has been discussed over the last couple of
years as well.

To be honest I would look at rental costings more than purchasing.
