My understanding that each University in a Commonwealth country normally 
has its own act.  UQ certainly does:

Interestingly UQ has a new Act since I looked at it last.

I see a bit of a legal discussion evolving.  I think non-lawyers should 
avoid trying to have legal discussions.

If you really have concerns in this area get legal advice. The laws 
concerning what is and is not permissible in any given situation are 
complex and covered in case law.  Eg, read up on what constitutes a 
"public place" in Queensland.  It can get tricky.

Is the meeting room a public place?  I think so.  Public places can do and 
occur on privately held land (eg, a shopping centre when it is open). If a 
place is a public place then it becomes subject to all sort of case law 
over what is and isn't permissible.

IANAL nor would I ever want to be one.
