The SDF Public Access Unix system provides access to svn, cvs, git and
rsync. For svn, git and rsync you need to have MetaARPA membership --
this costs US$36/year, which is a bit under half the sum you quoted
above. For cvs, I think you just need ARPA membership, which is a one-
off US$36 donation for lifetime membership[1]. There is no
requirement to release the software under any particular licence, or
indeed to release the software at all.

I've not used these services on SDF myself, but I do have an account
on the system which I use for things like mail and web hosting. It's
very reliable, and has almost no downtime. SDF is run on DEC Alpha
servers running NetBSD, and these seem to work pretty well :-)
