The svg is there so that members can manipulate the form and provide any useful comments and alterations to the file. This form is not intended to be the finished HUMBUG membership form but rather a draft design that I hope people can look at and improve.
While pdf files can be modified it is far easier to manipulate svgs. Trust me I occasionally do this for a living.
The other reasons why it's an svg is the issue of size as the pdfs that I had created was far to big to be sent through general without list maintainer approval.
When the whole form has been commented on through this and the Exec forum then a pdf form will be attached to the membership area of the HUMBUG wiki where it can be downloaded.
I hope that has answered any questions that people have. So please take a look and make any changes to the file. Post it and hopefully we come up with something a little bit better.

Although Inkscape is a cross-platform tool, neither it nor the
business of manipulating graphics tools can be considered normal
hoops to jump through for people who want a membership form.
It's one of the goals of most of us in Humbug to promote use of
standard formats -- not just any standard formats, but the right
ones.
The standard format for printable forms is PDF and that's the
way these things should be provided. The creators can use
whatever tools they like to get there, but the end result needs
to be in the appropriate standard format.
