You have picked the singularly most popular and written about open
source web platform. To the limited extent I know PHP (I avoid it if at
all possible), I learnt it from the manual on http://www.php.net. The
manual is augmented with lots of user comments which often provide the
answer you came looking for. That aside, there are any number of online
PHP tutorials. I don't think finding resources to help you get started
is at all difficult. Failing that, ask specific questions here or come
along to a meeting.
Also, it is very easy to "get started" with PHP. I think that is the
prime attraction of the language. It makes slapping together a few
libraries to achieve a desired outcome very easy. Designing a one of
two page web site is bordering on trivial. At the other end of the
spectrum, the language doesn't encourage the sort of discipline and
structure you need for a large project - but this doesn't sound like
your problem.
