[H-GEN] First draft of the LCA 2010 bid

I have put up the first draft of the LCA 2010 bid on
the wiki.  Its needs details added from Brisbane Marketing.  
They will be providing them soon (I hope!)

In the mean time - I know I said I wouldn't bother with
reviews, but on second thoughts the more eyes the better.  
If you have changes either edit the page directly, or
