I think it's a combination of people being ill informed (what, don't
they ever travel?) and lack of co-ordination.
My father-in-law is a Victorian dairy farmer, and he points out that
with daylight savings the milk trucks arrive an hour later (because,
after all, the cows don't know to come in earlier). However, I'm told
that the dairy farmers in Qld hated DST because when the trucks showed
up they weren't ready yet (because, after all, the cows didn't know to
come in earlier).
Basically, the majority always seems to hate change, no matter what
kind of change you are proposing. Sometimes you just need to ram it
down their throat, then give them a few years to get used to it. Then
they won't want to change back. :-)
However, with so many people in the SE corner coming from southern
states, many people now see the lack of DST as being the "change". So
I think there's a better chance of it taking than there was during the
last trial.

As someone who often worked until late (and is rarely up too early), I
really like having the sun later in the day (and it makes much more
sense at the lower latitudes). It also works with having kids. It's
much easier trying to explain why they have to go to bed when the sun
is still up (due to DST) than having to deal with them being up at 4am
(due to NOT having DST).
