[H-GEN] HUMBUG meeting proxy change.

Hello everyone.

To all of those, like myself, that are having network connection problems at
the HUMBUG meetings, apparently the proxy setting has changed.
A partial transparent proxy is in use and the recommendation is to set

http://proxy:3128

as the proxy for all protocols.
