Odd that the live cd works, but not the installed version. The only  
things I can think of for ifconfig is that maybe it's just a problem  
with paths -- I suppose you've tried running it as /sbin/ifconfig?  
And checking that it's not installed in a non-standard place?

Other than that, it may not be installed. I've not used Gentoo, but  
it would undoubtedly have some mechanism to let you install  
additional packages. Maybe one of these includes ifconfig!
