'Yes'.

Inside the squid.conf config file, there should be a number of examples. 
You want to declare an ACL that covers youtube as a dstdomain , and then 
you want to follow the examples to see how to apply that ACL against 
different delay pools.

Before setting it up, you will want to go through the access log to find 
out the domains that a given youtube page contacts, and note them all for 
the youtube ACL.
