[H-GEN] A new IRC channel for Humbug

It needs to be said that the oz.org and irc.oftc.net #humbug IRC
channels are social channels.  Unix support questions are sometimes not
welcome there, especially from people that only connect to ask their
question, then go away again.

I have registered a #humbug channel at freenode.net for the purposes
of answering unix support questions.  This is partly a response to
support questions being asked in the social channels (annoying the
regulars), and partly anticipation of a flood of UQ students and staff
support questions when UQ starts insisting that we deliver our side of
the "support for bandwidth" bargain.  This might not happen for some
time, or they might spring it on us when we least expert it.  I think
we should be ready.

Either way we look at it the freenode.net #humbug IRC channel is for
unix support questions from HUMBUG members and UQ staff & students,
and any such questions on the social IRC channels should be redirected
to there.  At the moment there is only me and CrazyEddy (not a HUMBUG
member) in that channel though. We will need some volunteers to be in
there on a regular basis before the flood hits.  I don't know
everything about unix.

I'm not saying that IRC should be the only support method used or
offered, just one of a few that people can choose from according to
their needs and tastes.  Having a social channel and a support channel
matches what we do in the mailing lists, where this list is for support
and technical discussion, and the chat list is for non technical stuff.
